<p><strong>Project Description:</strong></p>
<p>Kenya aims to increase generation capacity by 5,000Mw in 2016 to 2300Mw in 2030. The Government of Kenya is focused on sustaining a stable investment climate for private-sector participation in energy, developing expanded transmission and distribution networks to deliver power to customers, maintaining a creditworthy off-taker, maintaining cost-reflective tariffs, and reducing inefficiency in the sector to support more affordable end-user tariffs.</p>
<p>The important objective of the Kenya Electricity Modernization Project is to:</p>
<p>a) Increase access to electricity</p>
<p>B) Improve reliability of the electricity services</p>
<p>c) To strengthen KPLCs (Kenya Power and lighting Company) financial situation.</p>
<p>The country currently has just under 2200 megawatts of installed electricity generating capacity according to the most recent draft of Kenya’s national energy and petroleum policy, published by its energy ministry.</p>
<p>The country’s electricity demand is set to rise as economic growth ticks up. The demand is being driven by development of industrial parks, growing industries, railway developments etc.</p>
<p>To meet this demands kenya government has embarked on Electricity Modernization Project to increase the transmission distribution and reliability of the energy sources.</p>

<p><strong>Project Description: </strong></p>
<p>This project follows the execution of the National CIRT Establishment in Kenya , successfully implemented by ITU through the services of IMPACT. The current project is the second and third phases of the full implementation of the National KE-CIRT/CC initiated . The main goal of the project is to assist Kenya in enhancing the capabilities of its National Computer Incident Response Team-Coordination Centre (National KE-CIRT/CC). With this assistance, previously established NCIRT will be equipped to serve as a trusted, central coordination point of contact for cybersecurity with additional reactive, proactive and forensics capabilities. ITU will assist Kenya in building and deploying the technical capabilities and related training necessary to enhance its national CIRT.</p>

<p><strong>Project Approach:</strong></p>
<p>At a policy level, the Project would support<br />
the drafting of a comprehensive Petroleum Policy outlining a vision and policy for the petroleum sector.Also, through this Component the Project would provide technical assistance to develop a<br />
Petroleum Master Plan that considers strategic options and decision hierarchies for policies and investments in the Project Area on a sound economic basis.</p>
<p>At the regulatory level, the Project would support the implementation of a comprehensive, clear and workable regulatory framework for the development of Kenya’s petroleum resources. At the same time, the Project would support the implementation of institutional reforms including the identification and division of roles, establishment of new institutions if needed and capacity building for relevant institutions.</p>
<p>At the transaction level, the Project would also support capacity building for negotiation of petroleum deals. Also, through this Project, GoK would hire and contract consultants for the provision<br />
of transaction advisory services. The Project would also support the acquisition, interpretation and promotion of geodata in the Project Area and capacity building related to petroleum cadastre<br />
database of the Project Area.</p>
<p>The Project would also provide technical assistance to manage the impacts from the petroleum sector including the implementation of health &amp; safety reforms, implementation of environmental<br />
and social reforms and development of a framework for oil spill preparedness and response capacity.</p>
